Talking about the Government's Role Positioning under the Network Economy

网络的出现打破了传统政府建立在“金字塔”式的原有权力结构和权力赖以存在的地域界限。提出了“以民为本”,创建“以公众为中心”的政府管理新模式,以及重塑政府管理业务处理流程的措施,指出对于任何政府而言,在网络经济形势下有效地管理与利用信息资源,实现政府与社会之间的信息交换与服务,已日益成为政府主要的、日常的职能。

The occurrence of the network breaks the original “pyramid”power s tructure that the traditional government stands on and the regional bound that t he power relies on. This paper puts forward some measures of following the princ iple of “being based on the people”, creating the new managerial mode of “reg arding the public as the center”for the governmental management, and re-modeli ng the service process of the governmental management, etc., and points out that for any government, making effective management and utilization of the informat ion resources and realizing the information exchange and service between the gov ernment and the society under the situation of the network economy have become t he main and routine functions of the government.
