本文主要论述了耗散结构理论与决策科学化的关系。决策系统应成为充满生机与活力的耗散结构组织。决策系统耗散结构形成的前提是使决策成为一个有效的开放系统；增大决策系统负熵值的根本途径在于有效地提高决策人员素质；改变传统的经验决策方式，这是促进耗散结构的有利“涨落”。不断提高决策科学化程度，才能使决策系统的负墒值达到临界值。

This paper mainly discusses the relations between the theory of dissipation structure and the scientific decision-making,Adetailed descreption has been given as to how to realize theactive organization of the dissipation structure,how to increase the negative entropy in thedecision system,and finally, how achieve its critical value.
