我国公用事业民营化的必要性分析

我国的公用事业管理长期以来作为行政管理体制的重要组成部分,其所具有的公有制和部门所有制的双重身份已不能适应社会主义市场经济发展的要求。公用事业的改革已势在必行,而民营化力求在保证政府基本职能输出的基础上把一些职能交给市场,以促进资源的更合理配置,为我国公用事业的改革开辟了一条新途径。

For a long time, the public utilities management is an important part of our administrative system, its duality can't adapt to the development of the socialism market-oriented economy and must be reformed. However, in order to promote resources more reasonably allocated and help our reform of public utilities, based on guaranteeing basic jobs of output, privatization hands some jobs to the market, which blazes a new path for the reform of public utilities.
