On the Cultural Resistance to the Modernization of Chinese Police With an Analysis on the Effect of Behindhand Education

作为宪政运动组成部分的中国警察近代化是以移植西方警察制度为基本路径的,但近代中国等级特权观念依旧牢固,个人主义依然发达,"官本位"观念仍极浓厚,教育水平也很落后,国民文化素质普遍不高,致使曾成为社会进步表征的中国近代警察很难有所作为。

The system of naturalizing western police system was the main content of the modernization of Chinese police. But in modern China, ideas of rank and privilege, mentality of official standard and individualism were still prevailing and most of the people were illiterated owing to the behindhand education. So the police in modern China, whose emergence standed for advancement of the society at one time, couldn't function normally.
