摘要
近年来地产开发中,“圈地”、“倒地”现象严重。不少地方以地生财,大量挤占耕地。土地转让过程中,国有资产流失严重。对土地实行市场化的招标拍卖挂牌出让后,出现了地价哄抬的问题。过高的地价会加大投资成本,引发泡沫经济,进而削弱参与国际市场的竞争力,降低国民的居住水平。因此,要加强土地管理,建立监督机制,完善交易市场,发展物业租赁,开征物业税,推动房地产企业资产重组,以实现土地价值最大化。
In recent years of real estate development, “land enclosure” and making profit by purchasing land at low prices and selling at high prices have become severe. Many farming fields have been occupied. A great deal of State assets has lost in the process of land use right transfer. The land price has been forced up too high since the land invites bids or is auctioned. Too high land price will increase the investment cost and cause foamy economy, which will weaken our country's international competitiveness and cut down the citizens' living standards. Therefore, we should reinforce land management, establish a supervisory system, perfect the land market, develop property lease, levy property taxes, push forward the reorganization of real estate enterprises and to realize the maximum value of land.
