摘要
以“治理理论”为框架,分析目前我国体育管理体制所面临的问题和改革的可能方向。认为体育主管部门要转变治理方式,由“划桨型”的政府向“掌舵型”的政府转变,更多地依赖制度、法律等宏观管理手段实现对体育事业的治理。进一步向市场和社会下放权力,扩大运动项目协会的自主权,使协会成为独立的社团法人;鼓励和支持第三部门参与提供体育健身娱乐产品与服务;制定相应的产业扶持政策,推动体育的职业化、产业化,发挥市场在资源配置方面的优势。
Based on the theory of governance, this paper analyzes the problem and orientation of sports management system in China. The result shows: Sports government should transform the management model; the management should depend on macro-management method such as regulation and law; expand the autonomy of item association and made them be juridical association; encourage and supports other department to management and offer service for leisure sports and amusement; impulse professional and industrialization of sports, exerts the predominance of market.
