简要概括了河北省建设环渤海经济高地的战略意义,分析了河北省海洋经济发展态势,论证了大浪费是河北省沿海未能将资源优势转变为经济优势的根本所在,提出了建设环渤海经济高地的总体构想、应实施的重点工程及保障措施。
The strategic significance of constructing the economic highland surrounding Bohai Bay by Hebei Province is generalized,and the development situation of ocean economy in Hebei Province are analyzed.It is demonstrated that ebornous waste is the basis not being able to transfer the resource advantages to economical advantages.And the general visualization of constructing the economic highland,the key projects that should be carried out and the secure measurements are put forward.
