关于建立我国可再生能源发展总量目标制度若干问题探讨

《可再生能源法》明确提出要建立中国可再生能源总量目标制度。本文首先从国内外可再生能源的发展形势出发论述了我国建立总量目标的原因。然后,对我国可再生能源总量目标制度的内涵进行了界定,认为总量目标制度包括两个基本要点,一是确定总量目标,二是选择实现总量目标的保障政策,并提出了我国总量发展目标制度所具有的基本特征。本文重点就总量目标的设计所涉及的目标确定、政策选择和总量目标设计应该遵循的原则进行了讨论。文章最后提出了实施总量目标制度要注意的问题,即继续总结国外相关立法在实施中的经验和进行试点研究等。

The Standing Committee of National People's Congress has passed China Renewable Energy Law on 28 February 2005. It put forwards a concept of renewable energy target policy in the law. This paper discusses the reasons why China introduces the law-based policy. There are two points in the new concept, one is how to establish the target, and the other is how to select incentives or instruments to guarantee the realization of the target. Also, the paper describes in detail the basic contents of designing the target policy in China, total amount target setting, matching policies selection, and the characteristics of the target policy. At last, the paper thinks that two issues should be taken more concern while carry out the target policy.
