村级选举中形成的“两委”关系对立及出路

The Anti-relation between Party Branch and Villager Committee Formed in Village Election in Rural China

本文通过对党支部和村委会换届选举的观摩和调查 ,反映出中国农村村级选举中形成的“两委”关系对立的现状 ,分析了村级选举中出现“两委”关系对立的原因 ,说明了国家政权机构和村民自治制度的冲突是形成“两委”关系对立的主要原因 ,而“两票制”或“两推一选”只是农村基层党组织应对村民自治的应急措施 ,治标不治本 ,只有通过制度创新 ,实现“一肩挑”才是解决“两委”矛盾的根本途径。并针对以往学者怀疑和否定“一肩挑”的观点 ,论证了“一肩挑”的科学性和实践性 ,提出了实现“一肩挑”的正确途径。

Through the view and emulating in the exchange election of the party branch and villager committee, this paper reflects the anti-related actuality between party branch and villager committee, which is formed in village election in rural areas of China; analyzes the causation of this situation; and argues that 'Liang piao zhi' or'Liang tui yi xuan' is just a temporary solution but not a permanent cure. Practicing 'Yi jian tiao' is only the fundamental route of solving the contradiction between party branch and villager committee. Meanwhile, aiming at the scholars' suspicion and negation for the 'Yi jian tiao', this paper demonstrates the scientificity and practicability of the 'Yi jian tiao', and suggests the right route of achieving the 'Yi jian tiao'.
