摘要
因为无法克服激励的有效性问题和人力资本的私人属性的制约,为了避免公有资产的租值耗散为零,公立医院产权出现一定的异化是必要的和必然的,并且在其实现形式上是按权力等级大小,对公有产权的使用权和收益权进行了私人性的分配,形成了私人占有的现实状态。公立医院管理层腐败化是当前最危险的产权异化。
It is necessary and inevitable that certain types of equity alienat io n be adopted in public hospitals for reason of no effective means to solve the v alidity problem of stimulation and the personnal attributive constraint of manpo wer capital and for fear of rental value dissipation of public assets.In such a lienation,the access and usufruct of public assets are privately distributed ac cording to classes of power,which forms the actual state.Corruptions in the ma nagerial staffs of public hospitals are the most harmful issue in the current si tuation.
