上海市浦东新区医疗机构公共财政一体化构想

Public Research on Common Financial Integrativation of Medicine in Shanghai Pudong New Developed Area

由于农村的地位边缘化、城市化以及城乡一体化,而导致了浦东新区城乡二元结构正逐步消亡,原来的财政政策已经不适应现在发展的要求。通过对上海市浦东新区城乡财政政策及医疗现状如设备、人员情况的比较研究,提出了若干财政政策的构想,即区、镇分级负担模型、倾斜配比模型、分类给付模型及其相应的推进机制,以期能加速实现浦东新区城乡一体化的步伐。

The country,due to its status marginization,citilization and integrativation,duality frame in pudong has died out.This essay put forward possible financial policies such as equipments and personnel by comparing financial policies:the model of classification burden on section and town,the model of inclined match,the model of classification payment,as well as correspond advance system,to speed up integrativation between city and town.
