法律的调整作为社会现象既是社会的目的,也是一种手段。对法律运行的成本———经济成本和社会成本的衡量是建设社会主义法治的必要准备。法律得以有效运行的前提是相应的经济、文化、政治条件的成熟,从立法到法的执行、法的适用以及法律的监督以及其间的相互推进致使社会主义法治保持持久的生命力。

Adjusting by law as a social phenomenon is not only objective but also means. Counting economic and social costs of legal operation is prerequisite for socialist nomocracy construction. The efficient legal operation must be preceded by the maturity of corresponding economic and cultural and political conditions. The process from legislation to enforcement, application and supervision of law and their mutual interaction provide socialist nomocracy with a permanent vitality.
