科学发展观的本质就是坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展。我国的民族地区大多生态环境较差、经济基础薄弱、生产力发展水平较低、劳动者文化素质不高。实现五个"统筹"的重点、难点大都在民族地区。全面建设小康社会,必须坚持科学发展观,加快民族地区的全面发展。

Most of the territories of nationality in our country were worse in ecological environment, weak in economic foundation, lower in the level of productivity development and cultural quality of the labors.
