2003年10月13日,国务院正式出台了关于改革现行出口退税机制的决定,这一改革政策的出台对于深化外贸体制改革,促进外贸持续健康发展,对于提高政府管理和企业运营水平都将产生深远而重大的影响。本文根据全国和甘肃省目前出口退税的实际情况,从有利和不利两个方面分析了新的出口退税制度改革对甘肃经济发展的影响因素并提出了相应的对策和建议。

On October 13th 2003, State Department issued the decision concerning how to reform current export to tax refund. The issue of this policy has a significance for deepening the reform of foreign trade system, promoting sustainable healthy development of foreign trade and increasing the management level of government and operating level of firms. This article analyzes the influence of this decision on Gansu Economy from favorable and unfavorable aspects, puts forwards some countermeasures and suggestions.
