摘要
以马克思的劳动价值理论、经济可持续发展理论为指导, 在对国内外现状进行全面了解和分析的基础上, 提出了加快发展教育事业、树立新的人才开发观念、实现人力资源的合理流动和优化组合、强化竞争激励机制、控制人口增长、防止人才流失和浪费等人才开发的对策,以及确立资源价值、防止被无偿占用或浪费、明确资源产权、强化资源资产管理、重视发展资源产业、实现资源再生、建立资源核算体系等经济可持续发展的对策。
This paper expounds that it is essential to accelerate the educational cause, to foster a new (idea) of human resource development, and to carry out a reasonable flowing of the talented personnel and optimization of labor organization. The paper also proposes strengthening competition and stimulation system, the population growth control, the prevention of the flowing away and misusing the talents. The paper urges to access the validity of the resources in order to keep away the uncompensated occupation and waste and to make an distinctive ownership of the resources, to enhance the management of resources and assets and to focus on the development of resource industry, to bring about the reproduction of the resources and to set up a resource accounting system for the continuous development of economy.
