The Heterogeneity of Farmers and their Benefits

从农民的异质性角度出发,以是否占有土地资源及从事农业生产为标准,可以把农民分为纯农户、失地农民、农民工、城中村农民、农村妇女等五个分层。要切实有效解决农民问题,应以农民权益保护为核心,既要把农民作为一个整体研究,也需有针对性地研究农民各分层面临的问题。整体农民在经济、政治和社会地位上是人数最多的弱势群体;而各分层农民在相同的制度环境下,又面临不同的权益保护问题。

Considering the heterogeneity of the farmers,and the conditions whether they are possessed of field property and whether they are engaged in agricultural production,they can be classified into five groups: the pure farmers,the farmers who have no fields,farmer workers,the farmers in urban areas and women farmers.In order to solve the problems of the farmers effectively,we should protect their benefits as the core.We should not only study the farmers as integrated unit,but also deal with the problems that the individual group of farmers is faced with.The farmers are the underprivileged economically,politically,and socially that occupy the majority of the whole population.On the other hand,different groups of farmers have different concerns under the same regulations.
