加强科研资金管理 提高知识产出效益

On Strengthening the Management on Research Fund and Rising the Performance of Knowledge Production

我国科研资金管理中存在着经费不足,资金投入体制激励重心错位,缺乏风险意识和有效的监督措施等突出问题,造成很大的资金浪费。为此,必须树立“以人为本”的指导思想及风险意识、合作意识,提高科研资金管理决策的科学性,完善有关法律法规,切实加强对科研资金的有效管理和监督,从而提高知识的产出效益。

Enhancing the management and utilization of scientific research fund play important roles in science study. However, at present protrusive problems are exposed in the scientific research of the fund management in our country such as lacking of personnel and fund, disequilibrium of fund plunge, lacking of risk consciousness and effective monitor measures, which result in great waste of money. Basing on the present condition of management of science research fund in our country, reasons for the problems arising are analyzed; several advices on improving scientific research management are brought up according to the present research condition in the thesis.
