目前我国的经济发展中的焦点问题之一就是"三农问题",尤以农民低收入问题为重中之重。政府对此采取了许多政策与措施,但其实际效果尚不够理想。提高农民收入的根本途径是要使现存的大量农民从现有的土地上迁移出去,这样才能保证留在现有土地上的农民收入增加。
