乌鲁木齐城市发展方略

ThePreliminary Study on The Development Strategy of Urumqi City

乌鲁木齐市作为新疆的首府,其中心城市的地位和作用十分突出,今后有着不同阶段的发展目标。但是,在其发展中还有许多亟待解决的问题,如城市环境污染严重、城市产业结构必须进一步调整、城市功能区与城市工业布局不合理等问题,要达到并实现各个发展阶段的目标,必须走可持续的城市协调发展之路。本文在综合分析问题产生的原因后,根据乌鲁木齐市未来发展的要求,提出了生态环境治理、产业结构调整、城市功能区与工业布局的对策与建议。根据国际商贸城市与可持续城市发展要求,初步提出了乌鲁木齐市的发展方略:乌鲁木齐市及以其为核心的城镇群区域,在新疆,尤其是天山北坡经济带中具有最重要的战略地位。以乌鲁木齐国际商贸城市为远景发展目标,通过产业结构、城镇空间布局与功能区结构调整,加速城市及其区域生态环境的治理,不断改善各方面的环境,提高总体的集聚与辐射能力。通过结构与功能调整,在扩大和提高一、二产业的规模与效益基础上,大力发展旅游、金融、保险、商贸、科教、交通、信息等第三产业。

Urumuqi , as the capital of Xinjiang , has different targets in its different phases in the future. The center city plays an important role in the development of Xinjiang. However, there are some problems need to be resolved. The environment of Urumqi is polluted seriously, the industrial structurein the city has to be adjusted, the city function district and industry distribution are not reasonable. To achieve the targets in different development phases, it's necessary for Urumuqi to develop the city in sustainable and harmoniousway. After analyzing the reasons of above problems, suitable suggestion, including the harness of eco-environment , the adjustment of industrial structure, the perfect of city function district and industrial distribution, are presented. Moreover, the preliminarystrategy of Urumqi development is put forward to make Urumqi an internationaltrade and commercial city.
