对我国垄断性行业政府规制的探讨——以自来水行业为例

Discussion on Government's Regulation of Monopoly Industry in China

中国自来水行业是政府管制体制改革幅度较小的一个基础设施产业。由于自来水这种特殊资源有其特殊的经济属性和技术属性,致使自来水产业一直由政府直接管理。但在运营过程中出现诸如价格问题、运转低效以及法律残缺等问题。为此,笔者提出放松自来水行业规制的几点建议,以期有益于政府有效管制。

Running water industry is an infrastructure industry for which the range of government's system reform is relatively little in China. Because such special resources of running water has its special economic attribute and technological attribute, government managed it directly all the time. Such as price issue, running poor efficiency and incomplete law issue in the course of running make social common people query on ability of government's regulation. So, the author put forward some suggestions of relaxing regulation of running water industry in order to make government control effectively.;
