长庆天然气投资效益分析及政策建议

BENEFIT ANALYSIS AND POLICY ADVICE OF GAS INVESTMENT IN CHANGQING OILFIELD

天然气作为新兴业务和新的经济增长点,在长庆油田分公司的可持续发展中处于非常重要的战略地位.文章通过对2000～2003年长庆天然气的投资规模、投资结构及勘探效益、开发效益、生产效益的分析,指出:天然气勘探、开发、生产取得了较好的投资效益,呈现出储量、产量大幅提高,规模迅速扩大,效益跨越式发展的良好态势.面对挑战,提出以市场促天然气发展的建议:①加大投资力度;②建立市场投资体制;③建立合理的价格机制;④完善市场监管机制和政策法规体系.

As a new rising business and a new economic increasing point, natural gas occupies very important strategic position in sustainable development of Changqing Oilfield. With the analysis on the investment scale, the investment structure, the exploration benefit, the development benefit and the production benefit of Changqing gas sector from 2000 to 2003, it is pointed out the good investment benefit is achieved on gas exploration, development and production, and the excellent situation appears including the reserves and production increase quickly, the scale expands rapidly, the benefit develops jumpily. Aiming to the challenge to face, the suggestions to promote gas development by market are proposed as follows: 1 Enlarging investment further more; 2 Establishing market investment system; 3 Making reasonable price mechanism; 4 Perfecting market monitoring mechanism, and policy and regulations system.
