政府把促进与实现社会和谐作为行政取向与目标 ,既是基本的职责 ,也是不断增强其合法性的应然需要。从“统治”到“治理”是政府促进社会和谐的前提 ,从“治理”到“共同治理”是政府促进社会和谐的路向 ,实现共同治理与促进社会和谐 ,需要正确认识促进社会和谐关系的关联性、分层问题及其长期性和复杂性。

It's the basic responsibility for government to aim at realizing social harmony, which is also necessary to build up its validity steadily. The presupposition for government to gain social harmony depends on the change from “ruling” to “administrating” and the way to achieve it lies in the change from “administrating” to “joint-administrating”. In order to obtain joint-administration and social harmony, a correct attitude should be taken towards such features of realizing it as relevance, gradation, long rang, and complexity.
