According to the developing level of engineering cost and evaluation theory and practice, according to the real using result of CONSTRUCTION PROJECT QUANTITY LIST EVALUATION STANDARD in China, the point of view on work cost theory is one of the engineering cost and evaluation basic theory was given. The author analysed the developing tendency about list price in work cost and evaluation, discussed the scientific practical rules for the component of work expense, studied the basic theory and methods how to draw up enterprises quota.
