摘要
无利债券原为中法实业银行破产后为清偿债务而发给债权人的一种分期债票,当1921年底中法两国政府决定将法国退还庚款用于中法实业银行复业时,始与法国退还庚款发生关系,随后成为中法庚款案中的核心问题,直接关系到法国退还庚款的用途和数额。在有关无利债券问题的交涉中,北京政府最大限度地维护了国家利益,而南京国民政府则多有失误,未能切实收回中法实业银行所欠债务。
No-interest bonds were originally a kind of installment bond issued to creditors to pay off debts after the bankruptcy of the Industrial Bank of China. These bonds were first linked with the France' s returned war indemnity at the end of 1921, when the Chinese and French governments decided to use the indemnity to revive the Industrial Bank of China. From that point on, it became a key issue in the Sino-French dispute over indemnities for the 1900 war, and had a direct effect on theamount of indemnity returned by France and how it was used. In the negotiations over the issue of no-interest bonds, the Peking Government did its best to safeguard national interests, but the Nanjing Government made many mistakes and did not recall the bank's debts.
