干部腐败问题现己成为我国最严重的社会问题。导致腐败的主要原因,既有封建残余思想的影响和市场经济体制的不完善,但最主要是权力监督机制的虚弱。要根治腐败,除了要清除封建思想流毒和健全市场经济体制外,关键是要构建强有力的权力监督和制衡的新机制。这种新机制内容主要有:限权与制衡、监督与公开、教育与惩处等。

The problem of cadre corruption has become the most serious social problem in our country. The corruption is due to the influence of the remaining feudal thought and the imperfectness of the market economy system. But the main reason is the weakness of the authority supervising system. To bring corruption under permanent control, besides eliminating the influence of the feudal thought and perfecting our market economy system,it is most important for us to establish the powerful authority supervising and control and balance system. This new system covers limits of authority and control and balance, supervise and going public, education and punishment.
