The operating of environmental law bases on environmental standards￡-and the implementing ot environmental law depends on environmental liability. So it is very meaningful to sort the relationship between environmental standard and environmental liability for implementing environmental law smoothly. After analysing the legitimacy of environmental standard￡-and expounding the inherent protection of personal right and property right by statutes￡-the conclusion that Environmental Standard is the sufficient but not necessary condition for bearing Environmental Liability is made out.
