试论干部法治建设的精神要素

On the Spiritual Factors of Ruling the Cadres by Law

在现代法治社会中,构成干部法治精神的要素至少包含有四个方面:确立干部法治的善法、恶法的价值标准;认同干部法治中的法律至上地位;树立干部法治中法的统治;建立干部法治的权利、文化和人文基础。
