消防监督体制改革及思考

Reflections on the reform of fire supervision system

为适应新形势下市场经济体制的需要,改革消防监督体制势在必行。分析了目前消防监督工作面临的困难和问题,并从立法、建立消防安全评价体系、发展中介力量、建立消防安全备案制、改革火灾调查职能等方面提出了解决办法。

To adjust to the need of market economy, it is necessary to reform the system of fire supervision system. This paper analyzes the problems and difficulty points to reform. It is suggested that the ways to solve them lies in setting up fire safe evaluating system, developing the intermediary institutes, and having a system of entering fire cases in the records.
