对激活西部落后地区资金、人才要素机制的思考

Thinking about the Stimulating Mechanism of the Developing Factors such as Capital and Talents in the Undeveloped Areas

各级政府制定的许多优惠政策和措施,有力地促进了西部大开发的顺利进行。但是,由于西部地区内部各区域之间的发展不平衡,在市场力的作用下,必然会使资金、人才等发展要素从西部落后地区流向相对发达地区。为此,应当从提高要素收益入手,建立相应的机制,从而吸引资金、人才等发展要素,促进落后地区经济社会的发展。

Governments at different levels made a lot of favora bl e policies and took on many new measures,which have greatly improved the progres s of the development of China's west.Because of the unbalanced development situa tion of different areas and under the strength of market,the developing factors such as capital and talents will flow from undeveloped areas to the developed ar eas in China's west.Government should raise the reward of developing factors,est ablish relevant mechanism,try to attract the developing factors such as capital and talents to the undeveloped areas in China's west,in order to promote the dev elopment of the local economy and society.
