Protecting Water Resources in Accordance with Laws and Regulations,Promoting Sustainable Development of Economy and Society in the Huai River Basin

经过10多年的治理,淮河水污染恶化的势头得到有效控制,但治理效果与国家确定的水污染防治目标之间仍有较大差距。水资源短缺、入河排污量大、产业结构不合理是目前存在的主要问题。应采取严格排污总量控制,调整产业结构,加快污水厂建设,强化水资源统一管理,改进污染联防等措施。

The Huai river basin is one of the important agricultural and energy bases in China. In the history, water disasters are frequently happened. For the last 20 years, water pollution problem becomes more and more intruding. After more than 10 years' efforts, worsening of water pollution is effectively controlled, there is still a big gap in terms of the target of water pollution control defined by the government. The main problems currently are shortage of water resources, heavy discharge of pollutants into the river and irrational industrial structures. It is recommended to strictly control total pollution discharge, adjust industrial structure, emphases integrated water resources management and make joint for pollution prevention.
