行政垄断已经成为制约中国经济增长的最大的制度瓶颈,是从计划经济向市场经济转型之后旧体制遗留下来的历史问题。从表面上看,行政权力的滥用是行政垄断产生的直接原因,然而,滋生这种滥用权力的土壤才是行政垄断产生的深层原因。要打破行政垄断,就要对政府在经济生活中的角色进行重新定位,完善立法,依法规制行政垄断。

Administration monopoly, one of the most corruptive fields in China, has become the biggest system bottleneck to constrain the economic growth in China. It is an old system issue after the transition from the planned market to the economic market. Seeing from its appearance, the abuse of administrative power is the direct cause producing the administration monopoly, however, the soil of causing power abuse is the deepest reason producing administration monopoly.To break the administration monopoly, the role of the government in the economic life will be reestablished, the legislation will be perfected, the administration monopoly is regularized in accordance with the law.
