实行学院二级管理是教育管理体制改革的创新,不仅可行,而且必要。可以采取以校区为单位的管理模式,确定合理的收入分配比例,建立风险机制和监督机制。

It is not only feasible but also necessary to carry out two-level management toward the colleges. This is an innovation of education management system. We can adopt a campus-based management mode, in which each college campus is regarded as a unit. Within each school, we shall determine a reasonable income distribution rate as well as setting up risk & monitoring mechanism.
