摘要
警察在接处警、抓捕违法犯罪嫌疑人以及审理案件时经常会涉及是否作证的问题,而这一问题在公安实践中恰恰长期处于淡化、真空状态。但无数事实已经提醒我们,运用好警察作证这一手段,对有些案件是能够起到事半功倍的效果的;而警察自身理念的转变及业务水平的提高,则成为能否精准、规范、科学地运用警察作证的必要条件。
The police will involve the problem of acting as a witness themselves when they go to deal with alarms, arrest the criminal suspects and try cases. However,the police have rarely served as a witness at court in practice for a long time. The countless facts remind us some cases would get the twice the result and with half the effort if we could exercise the means of police acting as a witness. And the idea transformation and the advancement of operation level of the police themselves become the necessary conditions to exercise the means of police acting as a witness accurately, normatively and scientifically.
