摘要
研究劫持人质事件、吸取先进的处置经验并不断改善我们的处置措施是非常紧迫和必要的。通过对香港警方应对劫持人质事件的基本理念、指挥机制和处置模式的考察,并结合内地公安机关有关经验和做法,我们必须制定“劫持人质事件处置程序”;建立集中、统一的现场指挥体系;加强专业谈判队伍的建设。
It is very urgent and necessary for us to study on the event of hijacking hostage and draw lessons in order to improve our effective measures. Through the investigation of concepts and model of dealing with hijacking hostage by Hong-Kong police, simultaneously combining with the experience and practice of local police organs, we should lay down operating rules about dealing with hijacking hostage, set up concentrated and united command system, and strengthen special negotiation ranks.
