论转型期我国政府信用体系的构建

The Establishment of Chinese Government CreditSystem during the Social Transition Period

政府信用是指各级国家行政机关在经济社会管理和服务活动中能够履行契约而取得的信任,是社会组织、民众对政府行政行为所产生的信誉和形象的一种主观评价或价值判断。在当前社会转型期,由于政府自身存在的诸多问题及社会客观条件的影响,政府信用局部缺失的现象较为突出。为此,要不断强化信用理念,转变政府职能,坚持依法行政,实行政务公开,加强政风建设,强化政府监督,努力构建一套完善的政府信用体系。

Government credit is the trust goverment administrative departments at all levels enjoy by keeping promises in social and economic administration as well as social service activities and the common people's subjective evaluation on the government's reputation and image in administrative activities.During the social transition period at present,goverments at different levels lose trust of common people in partial respects because of problems of the governments themselves as well as social influences.A perfect government credit system has to be established by intensifying credit idea,changing governments' functions,making goverment affairs known to the public as well as strengthening governments' supervision and the general mood of governments at different levels.
