钢材以产顶进是 1998年经国务院多次讨论研究制定的一项重要政策。 2 0 0 1年国家经贸委等五部委又联合发出通知 ,明确我国加入WTO后仍要努力继续做好这项工作。论述了这几年做好这项工作取得的效果、意义和完善这一政策要努力做好的几项工作。

The policy of the replacing import with domestic product was put into practice in 1998 after several times discussions. The five authorities including State Economic and Trade Commission issued an announcement in 2001 to clarify the effectiveness of the policy after joining WTO. The writers introduced the working harvest in recent years and pointed out some works should be improved in the future.
