西部地区农民素质与农民收入问题探析

On Farmers' Quality and Income in the Western China

全面建设小康社会 ,关键是西部地区农民收入的提高。制约农民收入增加的主要因素是农民素质较低 ,要解决这一问题 ,就要完善西部地区的教育体制 ,建立基础教育、职业教育和成人教育协调发展的教育网络 ,多方筹集教育经费 ,提高农民的科学文化素质和适应市场的能力 。

Increasing income of farmers in the Western China is the key to the overall construction of a welloff society.Farmers' low quality is the major reason for their low income.Measures such as perfecting the educational system of the Western regions,establishing an educational network of basic education,vocational education as well as adult education,raising educational funds,improving farmers'scientific and cultural quality and ability to adapt to market economy have to be taken so as to solve this problem.
