摘要
工程建设投资控制是工程建设科学管理的重要组成部分,它贯穿于项目从决策到设计、施工、调试、交付使用的全过程,涉及到投资主管部门、设计、施工等单位以及建设银行、审计等有关部门。其根本目的是对工程建设全过程进行投资控制和管理。本文在分析了我国海上第一个自营气田——锦州20—2凝析气田一期工程投资预算的基础上,对其投资费用构成,投资费用控制的手段、方法、措施等方面进行了阐述和分析,提出了降低开发投资的有效措施。
Engineering construction investment control is an important part in engineering construction scientific management, goes through the full course of decision-making, design, construction, test, and turn key, and involves the investment departments of design, construction, and construction bank and audit with its purpose of investment control and management of engineering construction full course. Based on the analysis of JZ 20-2 condensate field 1st engineering investment budget, which is the first self-running gas field off-shore in China, this paper describes and analizes the investment expenditure composition, investment expen-diture control method, ways , and measures, and puts forward the effective measures to decrease the devel-opment investment.
