2004年,我国国民经济继续保持快速发展,电力供需矛盾依然突出,拉闸限电范围进一步扩大,全国25个省(市)级电网出现拉闸限电情况,电煤供应紧张,灾害性天气不时袭击电网,加之国外大面积停电事故时有发生,国内其它行业接连发生多起特大安全事故,电网安全生产面临严峻考验。为克服外部压力,做好电网安全生产工作,结合2004年发生的对电网影响较大的部分安全故障,从故障的原因、后果及采取的防范措施等方面进行分析和总结,希望引起有关部门重视,吸取经验教训,采取有效措施,不断加强和规范电网安全管理工作,提高电网抵御事故的能力。

National economy in China continued to develop fast in 2004, and the power contradiction of supply and demand was still stressed. Load curtailment was further enlarged, and occurred in nation-wide 25 provinces (cities). National power grid security was faced with stern test, such as the shortage of coal for power production, calamity weather attack from time to time, the accidents of power failure occurred from time to tome in large area abroad, especial big security accidents occurred in other domestic professions. Combined with the security accidents occurred in 2004 with greater influence on power grid, the reason and consequences and the precautionary measures for the accidents were analyzed. It is hoped that the relevant departments should pay attention to absorbing the experiences and lessons, and taking effective measures, strengthening and normalizing power grid security and management continuously, raising the ability of power grid to resist accident.
