By dealing with the nine aspects such as the statement of the non-industralization of its activities, the nationalization of its main body, the administration mechanisms, the supply of funds, the non-socialization of resource disposition, the planning of its objective, the inefficiency of its operation system, and the extension of its functions,the author analyzes the reasons for the unlimited extension of the functions of administrative department, the enlargement of the organization, low efficience, and being over-staffed, and indicates that the efficient way to get rid of a variety of abuses is to introduce market system, and to realize the socialization of the service and administrative functions of the government.
