This report sums up the experience, lessons and prospects of the comprehensive reform of population and Family Plan ning Program in Yichang region. The 3 + S Promotion Program, which is the guideline and implementation framework lor the comprehensive reform in Yichang- works well in practice. The experience reveals that the comprehensive reform con sists of two steps. The first is how to carry out the Family Planning Program effectively, and the second is how to promote the healthy population dynamics. The first handles issues of childbearing, birth control and dysgenesis while the second handles structural, functional and development-related issues of population. Undoubtedly, Family Planning Program reform should contribute to, not damage, the healthy development of the population and human development.
