北京大学叶文虎教授说过这样一段话:经过工业革命以来近300年的消耗后,可供人类利用的自然资源已经枯竭,因此,人类必须寻求“新”的资源起点,“废物”正是最重要的选择之一。新产业伴随着新的发展观而生。在科学发展观的指引下,在循环经济兴起的时代,废弃物回收利用产业成为新的经济增长点。如何在中国发展废弃物回收利用产业,如何在各行业培育废弃物回收利用企业,如何在政府部门设立专门的废弃物再利用监管机构,也成为一个古老而新兴的课题。

To meet the need of economic development, compre-hensively implement the scientific concept of devel-opment and promote the development of circulareconomy, it is necessary to establish the modern re-cycle system of renewable resource and drive the in-dustrialization of renewable resource recycle. The in-dustry chain will be integrated with such three com-ponents as recycle network, distributed trade transfercenter and comprehensive utilization and disposalcenter.
