欧洲一体化对东亚合作的若干启示

Potential Application of European Integration Experiences for East Asian Cooperation

东亚合作目前面临两个突出的、需要在认识上超越的问题:一是如何超越东亚的巨大差异性,从而形成各国对于东亚合作之共同利益的集体认知;二是如何超越传统的国家安全观,从而形成符合时代发展要求的新安全观和构筑东亚新型国际关系结构。针对这两个问题,本文探讨了欧洲一体化对东亚合作的若干启示,认为全球化推动下的共同利益构成了东亚合作的历史动力,合作安全是实现东亚和平与繁荣的根本途径和保障,而文化因素对东亚合作具有独特作用。

East Asian Cooperation is confronted with two major issues. The first issue concerns how to overcome huge regional differences in order to form a collective recognition of common interests. The second issue is how to overcome the traditional concept of security in order to form a new one, and how to establish a new-typed structure of international relations is in line with the requirements of current developments. Regarding these two issues, this paper discusses: 1. the applicability of European integration experiences in East Asian Cooperation; 2. maintaining common historical norms while jointly pursuing globalization; 3. establishing cooperative security as the fundamental way and goarantor for realizing peace and prosperity in East Asia, and 4. recognition that the cultural factor can play an unique role in East Asian Cooperation.
