According to the analysis on the effect of water content on compaction, this article describes that the reason why the current method for pavement design is based on the modulus of resilience, E, as the strength index, while the modulus of resilience, E, is not used directly on site for controlling the compactness of earth subgrade and the dry unit weight is used to represent the level of compaction.
