国际刑事法院的成立,是国际刑法发展史上的一个重要里程碑,然而,新生的国际刑事法院对恐怖主义犯罪却缺乏相应的管辖权。把恐怖主义犯罪纳入国际刑事法院的管辖范围,是反恐斗争和国际刑法发展的必然要求。

The establishment of International Criminal Court (ICC) is a great landmark of the developing history of international criminal law. However, the newborn ICC doesn't have jurisdiction on the crimes of terrorism—the most serious threat to the world peace and security. It is the inevitable demand of terrorism attacking and international criminal law developing to have the terrorism ruled by ICC. 
