从20世纪80年代开始,西方进入了公共管理改革的新高潮。政府面临的经济困境、社会压力、官僚制的失效以及新方法和新技术的推动是行政改革的主要动因。美国、英国等西方发达国家主要围绕提高效率、小型化与分权、追求卓越和公共服务取向展开了轰轰烈烈的公共管理改革,并取得了显著的效果。研究西方公共管理改革的背景、内容及意义,对开展我国行政管理改革具有重要的借鉴意义。

From the early period of 1980s the West crossed into the climax of public administrative reform.The motive force for the government to make reform is economic depression,social pressure,the failure of bureaucratic system and the drive of new methods and new technology.The reform in US,Britain and other developed western countries focused on raising efficiency,small size and power division,pursuing excellency and public service trend.The result in some degree was satisfactory.It is of great significanec to study the western background of reform,aspects and final results to Chinas admini's admins trative reform.
