The definition of railway carrier was analyzed from the legal aspect. It was pointed out that defining carrier was important to make clear the legal responsibility that the operation entity should bear. Meanwhile, the characteristics and the qualifications of railway carriers were also explained. The Necessity of applying the system of railway freight transport licence was emphasized. The procedures for applying, examining and approving the operation licence of railway freight transport were also introduced.
