With the socialist economic market of China approaching perfection the market machanism has been exerting an ever greater influence on the development of higher education. To study this mechanism to create a development mechanism on the part of the university and to create ones for establishing new schools that suit the economic growth of society for offering specialties under the guidangce of the market for assessing educational quality for scientific managament and for an overall enhancement of the level of the social service by the school --- all this will serve as vital conditions for pushing forward the development of China's higher education especially higher vocational education.
