Revelations of modern enterprise system to modern university system: the ideology & conception of the establishment of modern university system in Yuxi Teachers College

根据企业的定义 ,从大学的功能、产品形式及生存和发展规律等论述了大学也是企业。建立现代大学制度可以借鉴现代企业的一些制度 ,如 :自主运营的经济主体 ,明晰的产权关系和确定的产权制度 ,相互制衡的领导体制和企业内部的合理结构 ,企业内外制度的规范化、制度化。现代大学制度应有自主运转权特别是学术自由权 ,有明晰的举办者、管理者和办学者的责权利关系 ,有一套严格、科学、系统的组织管理制度等。

To the definition of enterprise, the authors are of the opinion that university is also an enterprise in terms of its function, product forms as well as the laws of its existence and development. Thus, the establishment of modern university system can make use of modern enterprise system for reference, including the economic main body of independent operation, distinct relations of property right and established system of property right, the leading system of mutual restriction, reasonable structure inside the enterprise, the standardization and systematization of rules and regulations inside and outside an enterprises. Modern university system should not only have independent operation power, especially, right to academic freedom, but also have clear relationships of responsibility, right and benefit among holders, managements and school-runners. Meanwhile, modern university system must have a rigor, scientific and systematic organization and management system.
