党的制度建设,是党的建设一个不可或缺的组成部分。十一届三中全会后,邓小平在总结党的历史经验和教训的基础上,突出强调党的制度建设。走出了一条不搞政治运动,而靠改革和制度建设的新路子。
The construction of the Party's systems is an indispensable part of the Party's construction. Since the 3rd Plenary Session of the 11th Party Congress, Deng Xiao- ping, after generalizing the Party's historical experiences and losses, emphasized the importance of the Party's system construction. Thus China has found a new way not of political campaigns but of reforms and the construction of systems.
